The settings the compile-time describe service uses: the defaults, with JACKET_PG_MANAGED_VERSION
(a pinned release such as "16.15.1") and JACKET_PG_MANAGED_CACHE (the cache folder) applied.
Managed mode as the project's jacket.toml sets it, under [postgres]: managed = true turns it
on (-1 when the file or key is missing) and managed_version = "16.11.1" picks a release.
JACKET_PG_MANAGED and JACKET_PG_MANAGED_VERSION win over both.
